All taxes, duties, fees, and other public money collected in Saint Croix, Saint Thomas, and Saint John must be put into the Virgin Islands treasury and kept for the municipality where they were collected. Customs duties (after collection costs), U.S. income tax, any taxes Congress levies on residents, and quarantine, passport, immigration, and naturalization fees are also credited to the proper municipal accounts. Each municipality must spend its credited funds under its yearly municipal budget, and its Municipal Council may approve and pay for municipal expenses from that account.
