The Virgin Islands Legislature may create or approve a public authority to do slum clearance, urban redevelopment, urban renewal, and low‑rent housing in the municipalities. The Legislature sets how members are chosen and what powers the authority has, including taking federal aid (including under the Housing Act of 1949 (Public Law 171, Eighty‑First Congress), as amended [42 U.S.C. 1441 et seq.]) and handling planning or zoning. The authority cannot tax or pledge the people’s credit for any loan.
