Title 48 › Chapter 8— GUANO ISLANDS › § 1411
If a U.S. citizen finds a deposit of guano on an island, rock, or key that is not controlled or occupied by any other country, and peacefully takes and lives on it, the President may choose to treat that place as part of the United States.
