Title 48 › Chapter 8A— GUAM › Subchapter V— PUBLIC HOUSING AND URBAN RENEWAL › § 1425a
The Guam Legislature may create or give a public agency power to do urban renewal and housing. It may set how members are chosen, how long they serve, and how they can be removed. The agency can accept federal aid and take steps like planning or zoning to get it, but it cannot tax or pledge Guam’s credit for any loan.
