Title 48 › Chapter 10— TERRITORIAL PROVISIONS OF A GENERAL NATURE › § 1492
Requires the Secretary of Energy, with the Secretary of the Interior and each insular area’s leader, to make and update a full energy plan for Puerto Rico, the Virgin Islands, Guam, American Samoa, the Northern Mariana Islands, the Federated States of Micronesia, the Marshall Islands, and Palau. The plan must survey current energy use, predict needs through the year 2020, and study local renewable resources like solar, wind, hydro, ocean and tidal power, geothermal, biogas/biofuels, and similar options. The plan must also look at the mix of fuels now used (including fossil fuels), identify needed technologies, and set long-term goals to cut imports and use more local energy. The Secretary may test and show cost-effective renewable technology projects and put plan recommendations into action. The Interior Secretary must update these plans to aim for reduced fuel imports by 2012, more energy conservation and efficiency, and stronger electric transmission and distribution lines that are better protected from hurricanes and typhoons. The law lets the federal government pay for work to reach these goals. It allows whatever money is needed to carry out the plans. The Secretary of Energy can give up to $2,000,000 per year to island governments or private partners for studies, projects, and help to adopt efficiency and renewable measures. Applicants must work with local energy groups. The Interior Secretary can give grants to protect power lines from storm damage, if projects meet safety, cost‑benefit, and matching‑fund rules. Federal grants may cover up to 75% of a project’s cost. Grants for power‑line protection get priority if they cut future disaster losses and fit existing plans. Grants of $6,000,000 per year are authorized for those protection projects starting after August 8, 2005. The law also defines which islands are included and refers to the earlier 1982 energy assessment.
