Title 48 › Chapter 12— VIRGIN ISLANDS [1954] › Subchapter V— JUDICIAL BRANCH › § 1611
Congress created the District Court of the Virgin Islands as a court of record. The territory can also have local trial and appellate courts under local law. The Virgin Islands legislature may give local courts cases federal courts don’t have exclusive power over, subject to the shared authority in section 1612(a) and (c). Local law or court rules must set practice and procedure, judges’ qualifications and duties, oaths and bonds, and when and where courts meet.
