Title 48 › Chapter 13— EASTERN SAMOA › § 1661
Accepts and confirms that certain chiefs gave up their claims to Tutuila, Manua, and nearby islands — called the islands of eastern Samoa — as of April 10, 1900, and July 16, 1904. Islands of eastern Samoa means Tutuila, Manua, and other islands between 13° and 15° south latitude and 167° and 171° west longitude. U.S. public land laws do not apply there; Congress must make special laws to manage those lands. Money from the lands must be used only for the island residents, for schools and other public needs, except for parts used by the United States for civil, military, or naval purposes or given to the local government. Until Congress acts, the President has the civil, judicial, and military authority there and may appoint, remove, and replace officers.
