Title 48 › Chapter 15— CONVEYANCE OF SUBMERGED LANDS TO TERRITORIES › § 1704
The governments of the Virgin Islands, Guam, and American Samoa share power with the U.S. government to handle civil and criminal matters about U.S. property in their territories. If a person is convicted or found not guilty in one system, they cannot be tried again for the same act in the other system. The President can, when needed for national defense, remove Guam’s shared authority over people, acts, or offenses that occur on U.S. property controlled by the Secretary of Defense.
