Title 48 › Chapter 16— DELEGATES TO CONGRESS › Subchapter I— GUAM AND VIRGIN ISLANDS › § 1712
Voters who can vote for their territorial legislature elect the Delegate at the 1972 general election and then at every general election every two years. The Delegate from the Virgin Islands is chosen at large on a separate ballot and must get more than half the votes. The Delegate from Guam is chosen at large and must also get a majority. If no one gets a majority, a runoff between the top two candidates is held fourteen days later. If the Delegate dies, resigns, or becomes permanently disabled, the office stays empty until a successor is elected and qualified. The Delegate’s term begins on January 3 after the election.
