People in American Samoa must elect a Delegate at the general Federal election of 1980, and every second year after that. The Delegate is chosen by all eligible voters on a separate ballot. Normally the winner is the person with the most votes. If the Delegate dies, resigns, or becomes permanently disabled, the seat stays empty until a successor is elected and certified. The Delegate’s term starts on the third day of January after the election. The American Samoa legislature may set up primary elections. If it does, then the winner in the later general election must get a majority (more than half) of the votes.
