If the Secretary of the Interior believes the agreement’s performance standards are not being met, he must notify the Government of the Northern Mariana Islands in writing and try to fix the problem quickly and by agreement. He must also notify the House Committee on Interior and Insular Affairs and the Senate Committee on Energy and Natural Resources. If the problem is not fixed within 30 days after the Government of the Northern Mariana Islands gets the notice, the Secretary may ask Congress for permission to withhold some of the operations funds listed in the agreement’s payment schedule for less than one year, but no funds can be withheld unless Congress passes a law to do so.
