The Secretary of the Interior must provide technical help and other support to the Commonwealth to find new business opportunities and help the economy grow. The Secretary must work with the Governor, the Secretaries of Labor and Commerce, and under the interagency agreements required by section 1806(a)(4). Help includes recruiting, training, and hiring workers so employers first hire U.S. citizens and nationals who live in the Commonwealth, and if there are not enough, hire legal permanent residents and eligible citizens of the freely associated states. The Secretary must also help identify needed jobs and skills and help schools build training programs and train teachers and students. The Secretaries must consult with the Commonwealth government, local businesses, regional banks, schools, and other local experts. They must help create and carry out a process to find growth opportunities and meet the Commonwealth’s labor needs. For this help (except for paying federal staff salaries and expenses), the Interior Secretary must require a 10 percent non‑Federal matching contribution.
