Makes Chapter 11 of Title 18 apply in full to people who worked on Micronesian status talks. Covered people include the President’s Personal Representative for Micronesian Status Negotiations, officers or employees of the Office for Micronesian Status Negotiations, anyone assigned or detailed to that Office, and members of the Micronesia Interagency Group. For them, two parts of section 207(b) of Title 18 are read so that, within three years after leaving their job, they must not knowingly act for or represent anyone other than the United States before a government body, or, if subsection (d) applies, personally appear, help, or advise anyone other than the United States in such appearances. When the Trust Territory of the Pacific Islands ends for Palau, the Office for Micronesian Status Negotiations is abolished, and no U.S. department, agency, or instrumentality may fund it after that date.
