The United States will work with private companies that win contracts to build or repair big public projects in the Federated States of Micronesia and the Republic of the Marshall Islands. The U.S. must talk with those governments and make agreements with the companies so, under local rules, the firms hire citizens as much as possible, give on‑the‑job training when needed (especially to run and maintain machines), and train the governments for long‑term upkeep. Money can be provided to cover extra costs if those governments choose to favor U.S. firms when awarding contracts, but that preference may not exceed 10 percent of the lowest qualified bid from a non‑U.S. firm.
