The United States must make military Civic Action Teams available to Palau and the Marshall Islands when the countries agree. Palau and the Marshall Islands may each use $250,000 a year from their Compact current accounts to help pay for those teams. The Secretary of Defense may accept up to $250,000 a year from Palau and put those funds into Defense accounts to pay team costs. At Palau, the Federated States of Micronesia, or the Marshall Islands’ request, the Secretary of the Interior, through the National Park Service, must do a full inventory and study of important natural, historic, cultural, and recreation sites. The study must describe ways to preserve and use the sites, note threats, suggest needed authorities, and be done with local officials and the public. The full report must go to the island government and to the House Interior and Senate Energy committees no later than two full calendar years after November 14, 1986. The Secretary of Agriculture must report to the President and Congress within one year after November 14, 1986 on the cost and feasibility of restoring topsoil on Peleliu and Angaur, and may give technical help without repayment if funds are available. Treasury and other U.S. officers must not pay Palau money to anyone except the Government of Palau under Compact rules. Funds for certain Compact payments named in the law must not be cut by later laws. The United States confirms the meanings in Public Law 99–239 and will act to protect its rights. When asking for land in Palau for defense, the U.S. must seek the smallest area and interest needed and prefer public land. Other nations’ forces may use Palau facilities only under U.S. control and the same limits. Funds added for fiscal year 1986 remain available until spent. Departments of Energy and Interior must give the Appropriations Committees a spending and needs report by December 1 each year about special medical, logistical, agriculture, and food programs for Rongelap, Utrik, Eniwetok, and Bikini.
