The Department of the Interior must work with the Government of Palau and the National Drug Control Policy Office to make an antidrug plan for Palau. The plan must be sent to the House committees on Interior and Insular Affairs, Foreign Affairs, and Appropriations, and to the Senate committees on Energy and Natural Resources and Appropriations by April 1, 1990. The plan must list the program’s needs and costs, show what U.S. and Palau resources will be used, and say how any extra funds should be spent. After the plan is done, the President and Palau must make an agreement to carry it out. That agreement can let Palau ask U.S. law enforcement to help with investigations, set one-time or multiyear aid from either government, and describe the training, technical help, and equipment the United States will provide.
