Allows the President to do two things about U.S. use of defense sites in Palau under the Compact. The President may ask Congress for extra money, if Congress approves it, to cover use of privately owned land in Palau under Article II of Title III, but only when actual land-use needs, independent appraisals both governments accept, and other documents show the real costs. The President may also agree to extend the time in a related agreement that requires Palau to make that land available to the United States.
