The President can make agreements that let the United States follow part C of the Controlled Substances Act (21 U.S.C. 821 et seq.) to allow lawful distribution of controlled drugs in the freely associated states. A freely associated state that keeps a voluntary system to report yearly narcotics needs to the International Narcotics Control Board and that controls its imports in line with the Single Convention on Narcotic Drugs, 1961 can be eligible for narcotic drug exports from the United States the same as a country meeting 21 U.S.C. 953(a). Those agreements take effect under section 1901(f)(5) or section 1931(d)(5) of this title, as applicable.
