The United States must join the yearly economic talks under Article 8 of the 2023 U.S.-Palau Compact Review Agreement using federal officers or employees. The Secretary of the Interior picks members for the Economic Advisory Group named in Article 7. Those picked must have special skill in business or economic or national development. The Secretary may spend available funds to pay for the two U.S. members, half of the cost for a fifth member the Secretary picks, and for technical, administrative, and other support the Advisory Group needs. Within 90 days after the Advisory Group finishes or gets any required report, the Secretary must send that report to the committees of Congress that handle this agreement. The same 90-day rule applies to reports the Government of the Republic of Palau completes: the Secretary must send them to those congressional committees. Within 90 days after Palau submits a required report, the Secretary must also send written notice to those committees saying either that the report was submitted on time and is complete and accurate, or that it was not submitted on time.
