Gives the Comptroller General the power needed to do oversight work under the 2023 Amended U.S.-FSM Compact, the 2023 Amended U.S.-RMI Compact, and the 2023 U.S.-Palau Compact Review Agreement. The Comptroller General must send Congress a report not later than 18 months after March 9, 2024, and then every 4 years. Each report must cover the listed topics for each Freely Associated State and say how well the United States is overseeing those states. The Secretary of the Interior and the Postmaster General get the authority they need to manage and watch over the money Congress set aside to carry out the compacts and related agreements. Requires the President to set up an Interagency Group on Freely Associated States co-led by the Secretary of State and the Secretary of the Interior. The group will include Defense, Treasury, and other federal agency leaders involved with the compacts. It must meet at least once a year, give written advice to the President each year, consult leaders of the Freely Associated States, review agency actions when asked, and help coordinate programs so they do not duplicate each other. The President must send Congress a report about the group’s work within 1 year after March 9, 2024, and each year a compact is in effect. Federal agencies must coordinate with the Secretaries of Interior and State when providing programs to the Freely Associated States. Congress also confirms that the foreign debt of those states is not a U.S. obligation and U.S. credit cannot be used for those debts without separate authorization. The Secretary of the Interior must deliver a compilation of the compacts within 180 days after March 9, 2024, and officials must publish and revise the compacts to reflect the 2023 amendments.
