Title 48 › Chapter 19— PACIFIC POLICY REPORTS › § 2001
Congress finds the United States lacks a clear policy for noncontiguous Pacific areas like the Commonwealth of the Northern Mariana Islands, American Samoa, Guam, Hawaii, Alaska, and the associated nations of the Federated States of Micronesia, the Marshall Islands, and Palau. Congress says the federal government often ignores these places when making policy, which hurts both the policies and the areas. National programs can be a poor fit because these places have special needs. Current federal ways of working with and helping them may not do enough to coordinate services, run programs consistently, adjust rules for each place, answer Congress, or meet international duties.
