Title 48 › Chapter 3— HAWAII › § 204
When Hawaii approves a change to the Hawaiian Homes Commission Act, the Chairman must send three things to the Secretary within 120 days: a copy of the amendment, a short statement of what it would change, and the Chairman’s opinion on whether Congress must approve it. The Secretary then has 60 days to decide if congressional approval is needed and must tell the Chairman and Congress of that decision. If the Secretary says Congress must approve, the Secretary must send to the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources a draft joint resolution to approve the amendment, an explanation of the change and how it helps beneficiaries, a comparison of current law and the proposed amendment, a recommendation about approval, and any documents received from the Chairman.
