While Puerto Rico's Oversight Board exists, anyone who gets property wrongly taken from a Puerto Rico agency that creditors had a claim on must pay the property's value. A creditor may sue in U.S. District Court for Puerto Rico after the section 2194 stay ends or is lifted, unless a subchapter III stay applies.
