The Comptroller General must send Congress a report on each U.S. territory’s public debt by one year after June 30, 2016, and at least once every two years after that. The report must cover debt and revenue history, current amounts and makeup, future projections, what drives the debt, how Federal laws and rules affect it, and each territory’s ability to repay. Each territory’s government must give the Comptroller General all records and materials needed to prepare the report.
