All public lands and buildings the United States owned in Puerto Rico that the President did not reserve before July 1, 1903 are given to Puerto Rico, except harbors, navigable waters, and the land under them. Puerto Rico must drop claims to lands the President did reserve, and U.S. contracts, leases, or licenses made before May 1, 1900 stay valid.
