The treasurer of Puerto Rico must pay salaries, office and department costs, and expenses for internal improvement or development from the revenues he holds, unless Congress says otherwise. Costs for U.S.-built defenses, barracks, harbors, lighthouses, buoys, and similar U.S. works are not included.
