The Secretary of Transportation must make the Transportation Safety Institute available for safety training. The National Transportation Safety Board can use the Institute and pay for its services. The Board can also let other safety people attend — such as federal, state, and local workers, foreign government staff, interstate authorities, and private groups the Board and Secretary agree on. Non‑government trainees must pay a reasonable fee set by the Board with the Secretary. Fees go to the Secretary and are deposited in the Treasury. The fees are credited to the right appropriation and count as an offset against any annual reimbursement deal between the Board and Secretary. The Board must keep an annual record of those offsets. The Board can train its own staff in accident investigation and workforce development and may let others attend, requiring reimbursement that is credited to the Board’s appropriation.
