When the Board investigates an accident under section 1131(a)(1), except aircraft accidents under section 1136 or rail passenger accidents under section 1139, it may, as practicable, try to reach people involved, their families, and others it chooses. The Board may tell them what its role is, give them a private briefing before any public briefing, and inform them and let them attend public hearings and meetings.
