The Board may pick, within a reasonable time, when its actions (except orders to pay money) start, unless subtitle IV says otherwise. A Board action stays in force as written until the Board or a court changes, suspends, or cancels it; the Board must give notice in whatever way it chooses. At any time the Board can, on its own because of material error, new evidence, or big changes, reopen a case, order a rehearing/reargument/reconsideration, or change an action. An action under this rule becomes final when it is served, and civil court cases to enforce or challenge it may be filed after that date.
