Motor carriers and brokers covered by chapter 135, including those operating in the U.S. while moving goods between places in foreign countries, must name an agent in every State where they do business. The agent's name and mailing address must be put in writing and filed with the Department of Transportation, and a State can ask for a copy filed with it. If no agent is named, court papers can be served on any agent of the carrier in that State. The carrier may change the agent at any time by filing the change the same way.
