Gives the Secretary and the Board authority over trucking and the buying of trucking services when people or goods are moved by motor carrier. That authority covers trips between states; trips inside a state that go through another state; travel between the United States and its territories or foreign places for the parts that happen inside the United States; and travel on a reservation under U.S. exclusive jurisdiction or on a public highway.
