The Secretary and the Board cannot use this federal rule to control motor carriers that run only inside the State of Hawaii, except when those carriers move household goods. Hawaii may make its own rules for transportation the federal law does not cover, and it may also regulate services exempt under section 13503 when those services are provided by carriers that operate only in Hawaii.
