Gives the Secretary and the Board authority over trips that use ships, or ships plus trucks, when travel crosses state lines or goes between the United States and another country. They cover ship trips between two States even if part of the route goes outside the United States. For mixed ship-and-truck trips between States, if any part goes outside the United States the Secretary only controls the truck parts inside the United States and the ship legs that move between U.S. places. For trips between the United States and a foreign place, coverage is limited to the portions that happen in the United States. State — includes U.S. territories and possessions.
