Sellers that use a uniform zone delivered pricing system may pay customers who pick up groceries at the seller’s shipping point, as long as the payment is offered to all customers equally and is no more than the seller’s actual delivery cost to that customer. Congress says any savings from those payments should be passed on to the final consumer.
