States can enforce certain federal consumer rules about shipping household goods across state lines when the Secretary says those rules apply. Any fines the state wins in such cases must be paid to and kept by the state. Before starting a civil case, a state must send written notice and the complaint to the Secretary or the Board, or notify right after if prior notice isn’t possible. The Federal Motor Carrier Safety Administration must make a plan to help federal, state, and local law and consumer agencies work together. "State authority" means a state agency that regulates moving household goods inside the state.
