§15301 General Pipeline Jurisdiction

Title 49 › Subtitle SUBTITLE IV— INTERSTATE TRANSPORTATION › Part C— PIPELINE CARRIERS › Chapter 153— JURISDICTION › § 15301

Last updated Apr 5, 2026|Official source

Summary

Gives the Board power to regulate pipelines (or pipelines combined with rail or water) when they move goods other than water, gas, or oil between different places. It covers seven kinds of movements, for example between states, between the U.S. and a foreign country, and between territories or the District of Columbia. The Board cannot control shipments that stay entirely inside one State (not D.C.), unless another part of the law says it can. States may still require reasonable in‑state transportation by carriers the Board regulates, unless that state rule conflicts with a Board order or is otherwise forbidden.
