Pipeline carriers must provide transportation or service when someone reasonably asks. They must give anyone who asks their rates and service terms. The reply must be written and sent quickly after the request or made available quickly in electronic form. A carrier may not raise public rates or change service terms until 20 days after written or electronic notice is sent to anyone who, in the past 12 months, asked for those rates or terms or arranged a shipment that the change would affect. Carriers must follow the rates and terms they publish or make available. The Board must make rules to carry out these requirements. The rules must require quick disclosure and distribution of rates and service terms, including classifications, rules, practices, and effective dates. The Board may change the 20-day waiting period. Final rules had to be adopted not later than 180 days after January 1, 1996.
