The Secretary of Transportation must make rules and orders that require a person who tests an automatic train stop, train control, or cab signal device before entering the territory where it will be used to sign a written statement saying the test was done properly. That written statement must be kept in the same place and the same way as the locomotive’s daily inspection report.
