The Secretary of Transportation must write rules, within 18 months after the Rail Safety Improvement Act of 2008 became law, to set up a certification program for train conductors. The rules must require conductors to be trained under the training standards made in section 20162, and the Secretary can consider the requirements in section 20135(b)–(e) when making the rules.
