Defines what counts as a "vehicle" and says some railroad equipment is not covered by these rules. For this chapter, "vehicle" means a car, a locomotive, a tender, or something similar. The chapter does not apply to a train made of 4-wheel coal cars; a train of 8-wheel standard logging cars if each car measures 25 inches or less from the rail up to the middle of the coupling; a locomotive that pulls those logging cars when the train is used only to move logs; or any car, locomotive, or train used on a street railway.
