A State can get federal rail money only if it follows rules the Secretary of Transportation sets and the Secretary finds the State meets certain conditions. The State must have a solid rail plan that can be updated, run by a single State authority that spreads resources fairly, and that authority must be allowed to run and support safe, adequate, and efficient rail service, hire trained staff, run research and public-participation programs, and work to improve safety and cut energy use and pollution. The State must also keep proper financial controls, accounting, and performance checks for the federal funds.
