States may create and keep a statewide rail plan. The U.S. Secretary of Transportation sets the basic rules for making and updating the plan. Under those rules, each State must have or name a rail transportation authority to prepare and run the plan, name an authority to approve it, send the approved plan to the Secretary for review, and update and resubmit the plan at least once every 4 years.
