States must make a rail plan that explains policy for freight and passenger trains (including commuter), sets how long the plan covers, lists priorities and strategies to improve rail service for the public, and guides federal and state rail investments. The plan must line up with other state transportation goals and programs and show how rail fits into the overall state transportation system.
