To get Federal money for a major capital project, an applicant must make and follow a project management plan approved by the Secretary of Transportation. The plan must cover 12 things: staff roles and job requirements; a project budget (including management, consultants, land, utilities, testing, audits, and other justifiable costs); a construction schedule; recordkeeping and document control; a process for change orders; needed organization and staffing during construction; quality control and quality assurance for construction and system work; rules for material testing; internal reporting and how the plan will be carried out; how the finished system or its parts will be tested; periodic updates on budget, schedule, financing, and ridership; and the recipient’s promise to send project budget and schedule updates to the Secretary. The recipient must also allow the Secretary and any contractor the Secretary picks under subsection (b) to access construction sites and records when reasonably necessary.
