Defines key words used in federal passenger rail rules. It explains what terms mean when the law talks about trains, routes, and agencies. "Auto-ferry transportation" means intercity rail that carries cars or RVs and their passengers, and sometimes empty used vehicles if there is room. "Commuter authority" is a State, local, or regional group set up to run or hire commuter rail service. "Commuter rail passenger transportation" is short, local train service in metro and suburban areas with reduced fares, multi-ride tickets, and morning/evening peak runs. "Intercity rail passenger transportation" is any rail passenger service that is not commuter rail. "Long-distance route" means the Amtrak routes over 750 miles described elsewhere. "National Network" includes long-distance and State-supported routes. "National rail passenger transportation system" includes the Boston–Washington Northeast Corridor; designated high-speed corridors once regular intercity service exists; Amtrak long-distance routes over 750 miles in place when the Passenger Rail Investment and Improvement Act of 2008 was passed; and shorter corridors (750 miles or less) run by Amtrak or by another carrier that gets funds under chapter 229. "Northeast Corridor" lists Connecticut, Delaware, the District of Columbia, Maryland, Massachusetts, New Jersey, New York, Pennsylvania, and Rhode Island. "Rail carrier" is any person or government unit that runs trains for pay. "Rate" means the price charged for rail service. "Regional transportation authority" is an entity set up to provide passenger transportation in a region. "State-of-good-repair" means assets are working at or above their design level, are cheaper to keep than to replace, and are kept up by regular maintenance and replacement. "State-supported route" means certain routes (designated high-speed, short routes of 750 miles or less, or routes listed in section 24702) run by Amtrak, excluding trains on the Northeast Corridor.
