Amtrak's board picks a President and other officers. Officers must be U.S. citizens and can be removed by the board. The board sets their pay, which cannot be higher than pay for officers at similar rail carriers unless Amtrak gets no Federal assistance in that fiscal year. While employed, officers may not work for or have ties to another rail carrier, but they may own stock if they publicly disclose it and do not take part in decisions affecting that carrier.
