The Secretary of Transportation must work with the States on the Northeast Corridor main line to create a plan by September 30, 1993, to remove all road crossings that meet the tracks at the same level by December 31, 1997. A crossing can be left in place only if removing it is impractical or unnecessary and keeping it meets any safety conditions the Secretary sets. Amtrak must pay 20 percent of the cost to remove each crossing covered by the plan.
