Requires an 8-hour day as the standard for pay for workers who actually operate trains that carry passengers or freight when those trains run between states, inside U.S. territories, from the United States to an adjacent foreign country, or through a foreign country between U.S. places. Does not apply to independently owned railroads not over 100 miles long, electric street railroads, or electric interurban railroads. It does apply to a small (under 100 miles) railroad if its main business is leasing or providing terminal or transfer facilities or if it moves freight between railroads or between railroads and industrial plants.
