Makers or distributors must tell the dealer when they deliver a vehicle or vehicle part that it meets the safety rules in this law. They must not give that certification if, using reasonable care, they know it would be false or misleading. Vehicles need a permanent label or tag showing the certification. Parts can have a label on the item or on the outside of the box. If a vehicle is built in more than one stage, each intermediate or final maker must, for each safety rule that applies, either follow the specifications in the compliance papers from the incomplete vehicle maker (under rules the Secretary sets) or say they will take responsibility for meeting that rule.
