Stops manufacturers, distributors, dealers, rental companies, and repair shops from knowingly disabling safety parts or design features on a vehicle or its equipment. They may only disable them if they reasonably believe the vehicle or equipment will not be used, except for testing or similar use during maintenance or repair. Motor vehicle repair business — a person who offers to repair vehicles for pay. The Secretary of Transportation can make rules to exempt people if that is consistent with motor vehicle safety and section 30101, and can define what "make inoperative" means.
